Yes. An FSSAI license for cloud kitchen owners is mandatory, and cooking from home changes nothing. There is no "it's only a home kitchen" exemption. The moment money changes hands for food you prepared, you are a food business in the eyes of the law — whether you sell through Swiggy, Zomato, WhatsApp or your own website.
This page explains which of the three levels applies to you, roughly what it costs, what you need ready, and what actually happens if you skip it. Rules and fees change, so confirm the current ones on the FSSAI portal before you pay anything.
01Which FSSAI license for cloud kitchen owners applies to you?
There are three levels. Which one you need is decided mainly by yearly turnover, not by whether you have a shop:
| Level | Who it is for | Roughly |
|---|---|---|
| Basic Registration | Small home kitchens, single-person cloud kitchens | Turnover up to about ₹12 lakh a year |
| State License | Growing cloud kitchens, most small restaurants | Above about ₹12 lakh, within one state |
| Central License | Large operations, or selling across many states | Above about ₹20 crore, or import / export |
Almost every cloud kitchen run from home starts at Basic Registration. If you cross the turnover limit mid-year, you are expected to move up to a State License then — not at renewal time.
These thresholds have been stable for years, but they are set by rule and can change. Check the current figure before you apply.
02What you need to apply
For a Basic Registration from a home kitchen, keep these ready:
- A photo ID — Aadhaar, voter ID, PAN or passport.
- A passport photo of the applicant.
- Proof of the address you cook at — electricity bill, rent agreement or ownership paper.
- A short list of what you will sell — "North Indian meals, snacks" is enough, not a full menu.
- If you rent, a No Objection letter from the owner is often asked for.
You apply on the FOSCOS portal. A Basic Registration is usually cleared in a few working days; a State License takes longer, because an inspection may follow.
03What it costs
The government fee for a Basic Registration is small — a few hundred rupees a year, and you can pay for one to five years at once. A State License costs more per year. Agents will quote you several thousand rupees to fill the form; the portal is simple enough that most owners do it themselves.
Pay on the FSSAI portal, never to an agent's personal account. If someone asks for UPI to a personal number for a "fast license", that is the oldest trick in this business.
04What happens if you skip it
Three things, in the order they usually bite:
- The aggregators stop you first. Swiggy and Zomato will not let you list without an FSSAI number. This is what catches most home kitchens — not an inspector.
- Penalties. Running a food business without registration carries a fine that can reach several lakh rupees under the Food Safety and Standards Act, and the business can be ordered shut.
- You cannot grow. No corporate catering order, no society tie-up and no bank loan goes through without the number.
Treat it as a few hundred rupees that unlocks every sales channel, not as a tax.
05Put the number where customers can see it
Once you have it, the number must appear on your bills and your menu. It is also a trust signal: someone ordering from a home kitchen they have never visited is reassured by a real registration number.
In RestroGrow you add it once in Settings › Tax and bill, and it prints on every bill and shows on your ordering website.
06The practical order of doing things
- Get the Basic Registration first. It is cheap and fast, and nothing else moves without it.
- Set up your own ordering website so you are not paying commission from day one.
- Add the aggregators later, once you know your real cost per order. Read what Zomato's commission actually comes to first.
- Keep the registration, the kitchen and the bills tidy from the start. Fixing records later costs more than doing it right.
In short
Registration is mandatory for a home cloud kitchen, it is cheap, and it takes days rather than months. Start with Basic Registration, move up when your turnover crosses the limit, and put the number on every bill.
This is a plain-English guide, not legal advice. Fees and turnover limits change — confirm the current rules on the FSSAI portal, or with your CA, before acting on them.
